Abstract

In this paper,we stimated the impact of an upland drainage improvement investment project between 1970 and 2000 on the local agricultural production structures of the Tokachi region of Japan. As a result, we confirmed that the project has impacted: (1) an increase in vegetable and wheat crop ing area, and (2)improvement of the crop rotation system. It is suggested that the drainage project increased the farmer's opportunity to use various kinds of crop selection, such as economically lucrative vegetable corps. In ad ition, the drainage project impacted to mitigate the decreasing the number of farm households and the population of the local agricultural labor force. Because population decrease in rural areas causes a decline in regional vitality, in particular in Hokkaido, we can say that the drainage project has made an important contribution to sustaining regional economic activity.
